The following pages contain detailed information about estimated cost of attendance, FAFSA filing and financial aid options per program. The prices listed pertain to the 2026 - 2027 Academic Year, unless otherwise stated.
Federal Student Aid Changes with the One Big Beautiful Bill Act鈥(OBBBA)
Federal Student Aid programs are changing significantly for students and parents, beginning with the 2026 - 2027 academic year, due to the passage of OBBBA in July 2025. The proposed changes take effect on July 1, 2026. The changes include new annual and aggregate loan limits, new loan proration requirements for less than fulltime enrollment and they impact some eligibility requirements.
Final implementation details are pending updated federal regulations from the US Dept of Education. We will update this page as additional guidance becomes available.

General Financial Aid Information
One of the significant changes under OBBBA is the requirement that federal loans must be prorated based on student鈥檚 enrollment status:
- Students enrolled less than full-time (12+ credits for undergraduate Rindge, 6+ credits for undergraduate online and all graduate programs) will have their annual loan amounts reduced proportionally based on the percentage of full-time enrollment. Example: An undergraduate Rindge student enrolled half-time (6 credits per term) will receive only 50% of their annual loan limit (see loan limits listed below).
This is a change from prior practice where part-time students enrolled at least half-time could still receive the full loan allocation per term.
Undergraduate students will still have access to Federal Direct Subsidized and Unsubsidized Loans
What stays the same:
- Annual and aggregate loan limits remain the same (although undergraduate loans will count toward the new lifetime limits).鈥
- Undergraduates will still have access to鈥疐ederal Direct Subsidized and Unsubsidized Loans.
What鈥檚 new:
- 鈥疉nnual loan amounts are adjusted down if student is enrolled less than full-time.
- 鈥疧ther loan types like the鈥Federal Parent PLUS Loan鈥痭ow have new caps (see below)
- Loan amounts that have been repaid, forgiven, or otherwise discharged will now continue to count toward lifetime loan limits.
Effective Date: July 1, 2026, for new borrowers who have not previously borrowed a direct loan in their current course of study.鈥
OBBBA has major changes for graduate and professional student borrowing as follows:
- Graduate PLUS Loans will鈥no longer be available for new borrowers鈥痑s of July 1, 2026***.
- Graduate students will be limited to鈥Direct Unsubsidized Loans鈥痺颈迟丑:
- Annual limit: $20,500
- Aggregate limit: $100,000
- Loan amounts are prorated for less than full-time enrollment (6 graduate credits).
***鈥Legacy Provision:
A student can continue to borrow from the Graduate PLUS Loan program if:
- The student has a Federal Direct Grad PLUS Loan disbursed before July 1, 2026, while enrolled in a credentialed program of study,鈥and;
- The student is enrolled in the same credentialed program,鈥and;
- The student has not withdrawn or had interrupted enrollment in their course of study.
Under these conditions, and assuming all other eligibility requirements are met,鈥痶he student may continue to borrow from the Graduate PLUS Loan as long as their total enrollment in the program does not exceed the shorter of 3 years or the published length of the program.
Effective Date: July 1, 2026, for new borrowers.
Federal Parent PLUS loans鈥痺ill now be capped at:
- $20,000* per year per dependent student
- $65,000** lifetime per dependent student
These caps are new, replacing the prior ability for parents to borrow up to the full鈥cost of attendance鈥痺ithout a lifetime limit.
* Limits apply to all parents of a student, regardless of whether one or more parents are borrowing on a student鈥檚 behalf.
** Legacy Provision:
Parent(s) can continue to borrow funds from the Parent PLUS Loan program exceeding these new limits if:
- The student has a Federal Direct Parent PLUS Loan disbursed before July 1, 2026, while the dependent student was enrolled in a credentialed program of study,鈥and;
- The student is enrolled in the same credentialed program.
Under these conditions, a parent may continue to borrow from the Parent PLUS Loan for 3 academic years or until their dependent student reaches the end of their program of study, whichever comes first.
Students will no longer be eligible for a Pell Grant if their Student Aid Index (SAI) exceeds twice the maximum Pell award for a given year. For the 2026-2027 academic year, with a maximum Pell award of $7,395, any applicant with an SAI of $14,790 or higher will be ineligible for Pell Grant funding.
Students who receive grants or scholarships from non-federal sources covering their entire COA (full ride) are ineligible to receive a Pell Grant, even if otherwise eligible for the program.
The 2026 - 2027 FAFSA is Now OPEN!
Our Student Financial Services team uses the Free Application for Federal Student Aid (FAFSA) to determine need-based aid eligibility. Our federal school code is the same for ALL our campuses, including online and centers - 002575.The code must be included on the FAFSA to ensure FPU receives a copy of your application.
Why You Should File the FAFSA Every Year
Think of the FAFSA (Free Application for Federal Student Aid) as your annual ticket to making college more affordable. Whether you鈥檙e a first-year student or a senior, filing every year is the most important step you can take to secure your financial future.
Here is why you can鈥檛 afford to skip it:
- It鈥檚 Not Just for Grants: Even if you don't qualify for "free" money like the Pell Grant, the also FAFSA is the gateway to work-study programs, low-interest federal student loans, some state grant funds, and many private scholarships require an annual FAFSA on file with the school.
- Circumstances Change: Financial aid isn鈥檛 "one and done." If your family鈥檚 financial situation changes鈥攐r if tuition rates shift鈥攜our eligibility might increase. Filing annually ensures your aid package reflects your current needs.
- First-Come, First-Served: Many states and institutional funds are limited. By filing as soon as the application opens, you put yourself at the front of the line for "campus-based" aid that often runs out early.
- It鈥檚 Easier the Second Time: Once you鈥檝e filed once, many of your details will pre-populate in future years, making the renewal process much faster than the initial application.
Don't leave money on the table. No matter your income level, filing the FAFSA ensures you have a safety net and access to every resource available to help you graduate, sometimes with less debt.
Federal Direct Student Loans
The federal government sets limits on annual borrowing as well as lifetime (aggregate) borrowing per student. The aggregate loan limits include any Subsidized Federal Direct (Stafford) Loans or Unsubsidized Federal Direct (Stafford) Loans you may have previously received at a prior institution. If the total loan amount you receive over the course of your education reaches the aggregate loan limit, you are not eligible to receive additional loans for that degree level.
Effective July 1, 2026, prior loans that have been paid in full, discharged or forgiven, will still be included in annual lifetime limits.

Your Financial Aid Award Offer is available for viewing via . This notice will be sent to your Franklin 51福利社 email weekly until your awards have been accepted and/or declined. STUDENTS MUST ACCEPT OR DECLINE ALL AWARDS before they can be disbursed to student accounts.
Step One: View Financial Aid OFFER
Follow these instructions to view your financial aid offer:
- Log in to
- Click on the UNDERGRADUATE OR GRAD STUDENTS tab
- Click on BILLING/FINANCIAL AID on the left side of the page
- Click on CHECK FINANCIAL AID AWARD INFO AT NETPARTNER (in blue type) in the Financial Aid Awards box to go to the Financial Aid page
- Click on ACCEPT AWARDS in the menu at the top of the page to view your awards
Step Two: Accept, Decline, or Decrease Awards
Follow these instructions to accept, decline or decrease your awards:
- If you鈥檙e not already logged in to CampusWeb, follow Steps A-D above
- Click on ACCEPT AWARDS in the menu at the top of the page to accept, decline or decrease your awards
When you open this page for the first time, Terms and Conditions of Financial Aid Awards will appear. Please review these terms and conditions then click the box next to I agree to these Terms and Conditions in the lower left side of the screen then click on SUBMIT.
After you accept Terms & Conditions, you will be able to view a screen with your scholarship, grant and loan awards listed with PENDING next to all of them in the Status column.
- If you wish to accept the entire award package, simply click on ACCEPT ALL then OK in the pop-up confirmation box
- If you wish to decrease any loan amounts, change the amount(s) then click on ACCEPT ALL then OK in the pop-up confirmation box
- If you wish to decline any loans, change PENDING to DECLINE in the Status box and ACCEPT in all the others
- Click on SUBMIT to complete the process
Note to First Time Borrowers
If you are a first-time Stafford Subsidized/Unsubsidized loan borrower with Franklin 51福利社 University, you will need to complete an Entrance Counseling session and a Master Promissory Note (MPN). View Entrance Loan Counseling (ELC)/Master Promissory Note (MPN) Instructions. Graduate PLUS loan borrowers will also need to do an online application and a separate MPN for the PLUS loan. Cost of Attendance
Below is an estimate of the semester and annual program costs for our undergraduate students attending our Rindge campus for the 2026-27 academic year. The COA consists of direct costs, which are directly billed to the student by FPU and indirect costs, which can vary greatly by student and are always based on cost estimates in the region at the time the COA was created.
Direct (Billed) Costs
These are costs that will be billed directly to the student each term. The outline lists pricing per semester and for the full year. The COA includes the cost for our standard double housing rooms and All Access meal plan. Should our students opt for alternate room or meal plan, their direct (billed) costs will vary accordingly. There is a full listing of available rooms and meal plans and their respective costs included on this page.
Indirect (Estimated) Costs
Indirect costs outline expenses that will not be billed directly by FPU, but our students will incur while attending the university. These costs are estimated based on price averages in the region and can vary greatly by student. Our Office of Student Financial Services can work with each student individually to ensure their educational expenses are covered while they work towards their degree.

Incoming Students
Students who are applying for admission to 51福利社 are encouraged to complete the financial aid application process as quickly as possible. Please submit your FAFSA as soon as possible and be sure to include our federal school code 002575 to ensure we receive a copy of your application.
Once we receive your FAFSA, the staff in our Office of Student Financial Services (OSFS) will review the data and evaluate each student for need-based aid eligibility. We will then tailor a financial aid offer for the student, adding all eligible & available sources of institutional, state, and federal aid. Once the aid offer is complete, the student will receive emailed instructions on how to review and accept/decline the aid offer online.
Fall 2026 & Spring 2027 incoming students, who are enrolled full time and live in campus housing can receive $31,000 - $35,500 in Merit Scholarships.
Students who live off campus and commute daily are subject to a 26% reduction in merit awards.

Continuing students will be notified of their financial aid renewal information as early as possible each year but no later than June 1st, if we have received all the information needed to complete the renewal. Providing nothing has changed in the students鈥 family finances, the renewed award will mirror the students鈥 prior year awards. The Office of Student Financial Services (OSFS@franklinierce.edu) will email the award notification to continuing students鈥 Franklin 51福利社 email address with instructions on how to review and accept/decline the aid online.鈥

However, if you repay some of your loans to bring the outstanding loan debt below the aggregate loan limit, you could then borrow again, up to the amount of your remaining eligibility under the aggregate loan limit.

The government sets interest rates annually for federal direct student loans as well as assessing an origination fee that is deducted from the loans at the time of disbursement. Credit Balance Refunds
Any excess aid on student accounts after FPU charges have cleared, can be used for any education-related expenses the student may have. These funds are released to the student in the form of a refund once the add/drop period has ended each term. Billing & Account Statements
51福利社 bills by semester/term, meaning we issue a new billing statement for each semester/term in the academic year. You will receive an email notification once your billing statement is ready and if you are using federal or private loans to cover your costs, please be sure you have accepted your loans and that the amounts are what you expected. The bill can be accessed online via your CampusWeb account where you can review your balance, your expected refund amount and more.
Course Registration & Billing
In order for FPU to be able to create your term bill, you must register for your courses in a timely manner as the course registration is what we bill you for. You will have to agree to the Financial Aid Terms & Conditions each term, when you register for classes.

Federal Direct Student Loans
The federal government has set limits on annual borrowing as well as lifetime (aggregate) borrowing per student. The aggregate loan limits include any Subsidized Federal Stafford Loans or Unsubsidized Federal Stafford Loans you may have previously received at a prior institution. If the total loan amount you receive over the course of your education reaches the aggregate loan limit, you are not eligible to receive additional loans for that degree level. However, if you repay some of your loans to bring the outstanding loan debt below the aggregate loan limit, you could then borrow again, up to the amount of your remaining eligibility under the aggregate loan limit.

FINANCIAL AID 鈥 Financing Options
Most of our students use a combination of federal and private loans to cover their annual program costs and use credit balance refunds to help cover their indirect costs such as books and travel.
Federal Direct Unsubsidized Loan
Students who wish to use a federal direct loan (Stafford loans) to pay for a portion of their costs, must file an annual FAFSA (Free Application for Federal Student Aid). The application is available online at and opens on October 1 each year for the subsequent award year.
Students who opt to use the federal direct loan must complete the required loan documents online; Sign a Master Promissory Note (MPN) and complete the Entrance Counseling (EC) webinar. We cannot originate and process federal loans until these documents have been submitted to our office electronically. The documents can be accessed via the students鈥 FSA account online at ,
The maximum federal direct loan amount available is $20,500 per year, and it will be split equally between terms.
Private Loans

Our lenders strive to have a variety of loan products available to our students with different options for repayment terms such as length of repayment, interest rate, in-school loan deferment and more. For more information on applications as well as to review and compare the lenders we generally work with, please navigate to our preferred lender list: . Students can work with lenders who are not on our list, such as credit unions, etc. If you opt to work with a lender not on our list, please reach out to our office to connect us with your lending institution to ensure a smooth transfer of funds. osfs@franklinpierce.edu.

You will receive an email notification once your billing statement is ready and if you are using federal or private loans to cover your costs, please be sure you have accepted your loans and that the amounts are what you expected. The bill can be accessed online via your CampusWeb account where you can review your balance, your expected refund amount and more.

In order for FPU to be able to create your term bill, you must register for your courses in a timely manner as the course registration is what we bill you for. You will have to agree to the Financial Aid Terms & Conditions each term, when you register for classes.
Below is an estimate of the term and program costs for our MPAS TX program for the 2025 - 2026 & 2026 - 2027 academic years respectively. The COA consists of direct costs, which are directly billed to the student by FPU and indirect costs, which can vary greatly by student and are always based on cost estimates in the region at the time the COA was created.
Direct (Billed) Costs
These are costs that will be billed directly to the student each term. Payment arrangements must be made by the first day of each term to ensure a smooth billing process. Direct Costs are the same for all students, regardless of residency.
Indirect (Estimated) Costs
Indirect costs outline expenses that will not be billed directly by FPU, but our students will incur while attending the program. These costs estimated based on cost averages in the region. These costs can vary greatly by student and are differentiated by students who live in TX and those who reside elsewhere, as the latter group will incur higher expenses for travel and lodging. Our Office of Student Financial Services can work with each student individually to ensure their educational expenses are covered while they work towards their degree.
